State officials: Texas Gov. Abbott's vetoes may be invalid

AUSTIN, Texas (AP) - Line-items vetoes made by Republican Gov. Greg Abbott are being questioned by state budget officials, who say the new Texas governor appeared to cut spending in ways that are beyond his constitutional power.

That means that some of $233 million in spending that Abbott removed from the new state budget in June might be invalid, the state Legislative Budget Board wrote in a lengthy memo Tuesday.

Board Director Ursula Parks wrote that Abbott attempted "unprecedented" line-item vetoes - and supported her case by citing opinions that Abbott made during his time as the state's attorney general.

It was not immediately clear whether the vetoes would stand.

Abbott spokesman John Wittman slammed the nonpartisan state board as "unelected bureaucrats" who were making a power grab to interfere with the governor.
