APD identify man killed in weekend officer-involved shooting

Austin police have identified the man killed in an officer-involved shooting over the weekend. Along with his name, we've learned he has spent time in prison.

Officers say a woman called 9-1-1 to report a man following her and approaching her car late Saturday night.

She gave officers a license plate number to which they traced to the residence of 62-year-old David Lepine in the 9400 block of Claxton Drive.
    
Police spoke with Lepine at the address to investigate the woman's complaint. As officers turned to leave, they say they noticed blood on Lepine's truck in multiple places as well on Lepine's clothing.
    
"At one point one of the officers instructed him to go ahead and stand up and place his hands behind his back. At that point, the subject stood up and took off running and as he's running, it can be seen on the officers in-car camera video that he begins reaching into the back of his shorts grabbing for an item," said APD Assistant Chief Brian Manley.

Lepine was fatally shot after police say they ordered him stop and drop a gun. Officers say a gun was found near his body.
        
According to the Texas Department of Criminal Justice, Lepine served time for aggravated robbery with a deadly weapon and possession of heroin in the 80s and 90s. He was released on mandatory supervision in 2002.

Lepine was to remain on mandatory supervision until 2031. He was required to report monthly to a parole officer. According to TDCJ, he was reporting normally and there were no warrants for his arrest.
    
The domestic violence unit at APD, who also investigates stalking cases, has never investigated Lepine for a case.

The department will analyze the blood found on Lepine's truck and clothing to determine where it came from.

The officer involved is on administrative leave.
