Exlusive Video: Murder suspect arrested in Georgetown apartment

The U.S. Marshals Office confirmed authorities have arrested Silvestre Franco-Luviano. He was arrested at an apartment complex in Georgetown. 

Several people stood watch and cheered as it all came to an end around 7:30 PM. The capture took place at an apartment complex at 2111 North Austin Avenue in Georgetown.  

Sources tell FOX 7 Franco-Luviano was in his sister's apartment. While she was being questioned outside, he punches a hole in the wall of an adjoining apartment and goes in. Then he reportedly set his sister's place on fire. It was at that time when authorities captured him coming out of the other apartment.  


Central Texas police say a kidnapping suspect out of Georgetown is also accused of two fatal carjackings in the Dallas area. He's still on the run and is considered armed and dangerous.

Silvestre Franco-Luviano has been on a two-day crime spree in three Texas cities. Authorities hope it will soon come to an end.

"I'm really fortunate. I thank God that I'm alive right now. I thank God I'm alive and my brother," says Jose Martinez, Dallas victim.

Georgetown Police say it was around 8:00 Monday morning when witnesses reported that a landscaper at Bealls had been robbed at gunpoint and kidnapped. A few hours later the victim ended up safe-and-sound at a gas station, just a couple miles away. Police are unsure whether he escaped or was let go. Witnesses say the suspect was driving a four-door Lexus, with a broken rear-window.

Georgetown Police later found it unoccupied in the 300 block of Hedgewood Drive. The Lexus was the main factor linking police to Franco-Luviano. It was reported stolen Sunday night out of the city of Cedar Hill.

"We just hear a pop noise and I look over at my brother. I'm like what the heck just happened? He looks in the back of the car, there's a bullet hole right there," says Martinez.

Several people, like Jose Martinez, called police after being in the midst of a cross-fire Sunday night in Dallas. Franco-Luviano reportedly opened fire on multiple vehicles. The driver of this Hummer was found dead behind the wheel, he's been identified as 33-year-old Ruben Moreno.

"We saw another car get hit while I was chasing the dude. Their car actually rolled into the sidewalk," says Martinez.

Franco-Luviano is also a person of interest in a carjacking that resulted in the shooting death of a victim in Cedar Hill that same night. Surveillance video shows what happened at a Texaco gas station. 

You see the suspect pull up in a truck and fatally shoot a man by the gas pump. Then the suspect drives off. 
The victim has been identified as 44-year-old Welton Betts.

"Just shoots him and kills him. Our hearts hurt for that family right now because it was absolutely uncalled for," says Lt. Colin Chenault, Cedar Hill Police Department.

It was minutes later when Franco-Luviano broke into a Cedar Hill home and stole a silver four-door Lexus. A neighbors' surveillance camera catches him as he leaves the scene.

Franco-Luviano has an active warrant for his arrest of homicide out of the Dallas County Sheriff's Office. Georgetown Police are still searching for him and say he is considered armed and extremely dangerous.

Update, 4:30 PM

Georgetown Police said they have identified a person of interest wanted in connection with the Aggravated Robbery and Kidnapping from Monday morning in Georgetown. The suspect is also believed to have murdered two people, one in Cedar Hill and one in Dallas.

Police said Silvestre Franco-Luviano, 40, is a suspect in a crime spree that began on Sunday night with a shooting in Dallas. Franco-Luviano allegedly fired at multiple vehicles near Interstate 20 and Spur 408, killing one man and injuring several others. A few hours later the suspect shot and killed another man at a gas station, stealing his car in Cedar Hill.

According to police, they've recovered the stolen gray Lexus in Georgetown. The car was found on the 300 block of Hedgewood Drive. 

Franco-Luviano is on the run and police are still searching for him. Police said Franco-Luviano should be considered armed and extremely dangerous. Anyone with information on his location should call 911.


Police in Georgetown are on the lookout for the suspect in an aggravated robbery and kidnapping. The victim has bee found and is safe.

The incident happened at around 7:45 a.m. at a store located at 1103 Rivery Boulevard. 

Witnesses told police that a Hispanic male, in his mid to late 20s, was doing landscaping work when he was robbed at gunpoint and then kidnapped by an unidentified white male in a gray Lexus four door IS250.

Police say the suspect vehicle is distinctive because the rear window is broken and has black tape around it.

The victim has since been located. He was found at a convenience store at 29995 Williams Drive about 1.5 miles from the location of the original incident.
