Who's responsible for keeping SH 130 safe?

FOX 7’s investigation into SH 130 continues. According to law enforcement, the toll road that runs through Central Texas is becoming the road of choice for drug cartels. When SH 130 was built, there wasn't a mandate to hire law enforcement to patrol it. 

Even though you have to pay to take it, the people who built and operate it, both TXDot and the SH 130 Concession Company said it's technically a state highway. State and local law enforcement are being forced to pick up the slack, and some of those departments tell FOX 7 they don’t have the resources to do so.
