Man arrested for murder following auto-ped crash near Zilker Park: APD

AUSTIN, Texas - A man was arrested for murder after the death of a man near Zilker Park, police said.

What happened?
The backstory:
Police said on Feb. 3, around 3:09 p.m., officers responded to a disturbance in the 700 block of Azie Morton Road.
When officers arrived, they found the caller, 43-year-old Arthur Richter. Richter told officers someone pulled a gun out on him and then left the area.
Around 3:22 p.m., APD received multiple calls saying a person was "flung off the hood" of a car leaving the area.
When officers arrived, they found the victim, James Hough. Hough was taken to a local hospital, but later died from his injuries.
Man dies after auto-ped crash
A man is dead after an auto-pedestrian crash near Zilker Park on Monday afternoon.
The investigation showed Richter called in the initial disturbance against someone who left before officers arrived. Richter stayed on the scene and got into another altercation with someone else, later identified as Hough.
Richter assaulted Hough, took his phone, and returned to his car. Hough stood in front of the car and climbed onto the hood trying to get his phone back.
Police said Richter drove out of the parking lot at a high rate of speed with Hough still on the hood. Richter slammed on the brakes, throwing Hough from the car, which later caused his death.
Richter left the area in his car.
On Feb. 5, Richter was arrested by the Lone Star Fugitive Task Force in Temple for murder.
