Driver arrested after crash that severed pedestrian's arm

A woman has been arrested after a crash that resulted in a pedestrian's arm being severed.

29-year-old Demi Millien has been charged with intoxication assault after the incident which happened just before 7:30 a.m. on Saturday, May 30.

Court documents show that the crash happened in the 7300 block of the westbound service road for East U.S. Highway 290. Millien was heading westbound in her vehicle when the vehicle left the roadway and struck a guardrail that struck a pedestrian on the sidewalk.

Austin police say Millien admitted to driving and hitting the pedestrian but that there was no indication on her car that she hit anything but the guardrail with her car. Documents state the victim's right arm was severed above the elbow and that he also suffered a head injury.

The Austin police officer who observed Millien says he formed the opinion she was intoxicated due to several factors including field sobriety tests.
